Did he want to create a new golden age for Cybertron? Conquer some far off distant planet for more energon? Who would be the new Decepticon rank and file? The choice is yours in the age of the seekers! For me Starscream would choose Astrotrain as second in Command evidenced as the crown placer at his coronation. The seekers would have more control over influences among the empire. They would able to conduct more research into avionics, perhaps even creating a Decepticon Skyfire. With new seeker technology advancement research it would be even more difficult for the Autobots to attempt a conquest of the planet given the early warning seeker defense initiatives. Carrying out bombing raids on Cybertron's moons will have a strategic advantage over the Autobots, which would force them into development of their own air defense systems. I believe an arms race would ensue much like the cold war over vital military technological research.
Megatron wanted to build an empire and rule it. To have it ever expanding and integrating the resources of every conquered region to reinforce and strengthen it. I don't think Starscream really ever cared to plan beyond being in charge. Starscream would probably have stayed on top longer than people give him credit for, as a master of intrigue and politics and manipulating others, but his empire would probably never have reached the heights that Megatron's did. He simply didn't have the raw power or vision to back up his command in the way Megatron or even Galvatron did.

Coronation Starscream? This is bad comedy? I think he'd run the decepticons to the ground to the point where the ones in five faces of darkness would seem like they are blessed with luck and riches.
These are all valid points but the Decepticons were no better off with Galvatron at the helm. Sure he did sort of incite Unicron to destroy Cybertron not entirely his fault. But Galvatrons lust for power drove the Cons into further despair. Ultimately leading to his own destruction in Headmasters. Starscream while not the most effective leader knew when to call it quits and retreat to save his forces. I'm guessing if things had played out in his favor he would have held Cybertron longer then we give him credit for.
going by whats obvious and based on how things went in the original series... His speech would have turned into one loooong dedication to his own amazingness and superiority, plus patting himself on the back for "eliminating megatron". After a few minutes the cons would probably already be sick of him and start throwing trash at him. By the time galvatron arrives he would be angry and humiliated and either challenge galvatron and still get blasted or pathetically fall back into place.

A lot more effective use of sabotage and covert intelligence / double agency might reduce the need for that retreating, but the use of precise, specialized tactical resources could mean retreat is the smarter option to preserve those resources. But would Starscream think like that? That seems more Soundwave's wheelhouse.
He'd probably say something like "Kneel before your new leader" before launching into a speech about retaking the moons. Given the situation during his coronation, the Autobots suffering a disaster at Autobot City and OP being killed leaving an inexperienced Ultra Magnus as the new leader, Starscream may have led the Decepticons to a tactical victory over control of the moons. Long-term it's tricky to predict, but it would depend on how quickly Ultra Magnus could become an effective leader.
You know, when I saw the movie for the first time, my eyes went wide. I think my exact thought was: "Oh FUCK, it's finally happening! WE'VE BEEN WAITING TWO SEASONS FOR THIS!" Followed by: "NO, GALVATRON, WHY did you have to come and ruin everything?" At this point that scene is so iconic, I wouldn't want to change a thing. However, I would still have liked to see a bit more of Starscream's rule.
