There was that pic of the pole face of Hound without the helmet but his toy has it.So,I guess he can take off his helmet then.What do you think?

 

It appears a lot of them have removable facial features in the movie... Optimus will be happy  

Lockdown appears to have a visor on all his toys that he doesn't have in the movie.

Crosshairs has goggles that he wears in the movie but not on his toy.

Etc...

 

I'm pretty sure he had the helmet.

Looks like a helmet to me, I remember people commenting specifically how the helmet looked like Bulkhead's and how there appeared to be the camouflage pattern on it, with is why they were guessing it was Hound.

It doesn't look as the toy does at least for me.The helmet is green and the pole face is all grey

 

It's just the quality of the picture, it may have even been printed in greyscale to try and hide the identity (not that it worked!), you can see some of the markings from the helmet on there, though it looks like it's partly cropped at the top.

 

Still, on seeing the package art, at least we now know it wasn't a pipe or a nail in his mouth but a bullet lol
