It's an overlay in blending options. I only outlined the area that is glowing, copied it to a new layer, and used the blending options on that new layer.

Yes, the orange glow on the leg is just a 75% orange overlay.

So, my settings for the blade are:
1. A 100% soft light orange outer glow.
2. A 55% vivid light orange inner glow.
3. A 100% soft light color overlay.

There are so many blending options, I just go with what seems to work. When I get home from work, I'll let you know which settings I'm using.
