Well, for your first question, go to the boards' main page, then scroll down until you see the Creative Discussion section. There you can enter the Radicon customs section, and the Creative General Discussion. As for your second question, I believe you can ask for someone to make you a custom in either one of these sections. I'm not really sure if a company is gonna make a single figure. I also don't really know the average price you'd need to pay. So I don't think I can be of much help.
