Yes he is.
Sorry for the bad scans, but here is the blow by blow :
~~Spoilers~~
Megatron nibbles on some Energon, drops the energon, and "powers up" into Galvatron. Then he takes on Convoy, Bumblebee, Grimlock, and Mirage all by himself (even using his "dog leg" to uppercut Grimlock). He has Convoy held up by the throat, and then is shot in the back by Ironhide who is using his gun in Alt mode.
Galvatron transforms to tank mode to shoot Ironhide, but Ironhide transforms to dodge the blast and shoots back with his arm gatling gun (right hand). Then Ironhide's gun retracts on his right hand and the blade extention appears on his left hand. He charges Galvatron.
There is one tiny panel of Galvatron in mid-transformation where you can see the four legged mode with the front hooks of the tank mode shown as fangs, and Galvatron's kneecaps forming the eyes of this mode.
Anyways, Ironhide charges in and stabs Galvatron (in the face!). But there are two panels showing shock on Mirage's and Ironhide's faces, because Galvatron has caught Ironhide's blade in his teeth. Galvatron is biting into the blade.
Galvatron swings his arm cannon around into Ironhide's gut and attempts to fire. I don't understand the sound kanjis, so either the gun doesn't fire, or it is just getting ready to discharge - when Galvatron reverts back to Megatron through a huge release of energy (pushing Ironhide back). One panel shows Starscream looking on in silence "...".
Megatron collapses, Octane tends to his leader, and Starscream just stands and does nothing.
Ironhide is standing above Megatron with the gatling cannon back on his right arm, and fires at Megatron.
