The images were photoshopped to hide some details. However, TFW2005 Veteran Joe Moore has lightend and enlarged the images using a photo editor. That was the first thing I though of too, but Universe Razorclaw a tad more simply due to the darker shade of color scheme.. I just don't like it as well as you.

One of the first things I noticed is that there's actually a missile launcher port behind his head in robot mode, which puts it facing out the rear of the "jet" mode. I have a sneaking suspicion that the "jet" mode is more of a fan mode and not the correct satellite mode. Since it looks like the launcher gets covered in robot mode, it would make more sense to be placed somewhere it could be fired logically (unless it's supposed to be engine flames, the missile is not pictured.)
What everyone says is the visible head on the jet isn't at all. The head is tucked away in the lower rear of the jet mode, on the bottom, it's not visible at all in the pic posted here. Head looks like a stylized Soundwave. He's got a thin red visor above a stylized faceplate. There's detailing on it that looks as if it's formed from 3-4 pieces that come together (kind of like Op's in the first movie, but the lines are a little more jagged.)
All of those angular fins that look vaguely like Bionicle swords fold up on his back and make what appears to be a pretty cool cape. It doesn't appear that his legs extend more than the pic, but it's not as bad because a lot of that "gorilla-esque" bulk is not on the torso, but is in fact the "cape" on his back. He's still a little squat, but not horribly so. The fists don't look like they rotate, a lot of the forearm is hollow for transformation. Judging from the size of pins/screws I can see, I'm fairly confident in calling this a deluxe, but I'll be pleasantly surprised if it turns out to be larger when it gets here.
All three orbs are definitely present on his chest, the outer two are covered by some folding panels (which you can kind of see are open in the Earth mode concept pic).
I think that's everything notable, but I'll do my best to answer questions, and I'm inquiring as to when I might be able to post the pics I have.

If that is a Deluxe toy, and It's mistransformed to be a ship rather than a sat, then I'm gonna call it being a Triplechanger cause that ship mode looks like it works very well. Hell for all we know, that's how he goes from planet to orbit and back again in order to do his spying.

I still think this could be a Voyager-sized figure. Sure, he isn't very tall - but neither was Blackout, but all that extra stuff makes him rather bulky in bot mode which could lead to him being a smaller-sized Voyager figure.
Hell, all TF figures are getting smaller nowadays anyway. Animated deluxe figures for instance are barely bigger than the old scouts from the Energon/Cybertron series. Hope the movie line gets the figures in better scale this time (The Autobots were fine last time, but the Decepticons were a mess...)

There is also the possibility that, like Protoform Starscream, this design may not even have any real part in the movie.
