EDIT: Maybe not. It looks like it's got some extra and different parts frankensteined in there. My impression is a piece made of other robot parts though. Perhaps there's SOME moonracer in there Grimwing:
I want to say its the legends arcee or its the third bike. Pure mainline figure anyway.

It most certainly IS Arcee, but for whatever reason on that not for sale leak there's pieces missing and a slight undertransformation going on. Check arms, legs, wheels, etc. It's not a Legends, not a Scout, not a FAB and I'll throw in not a Leader or Voyager for good measure. It is Deluxe Arcee.

While it has an unprecedented amount of detail for a FAB... I'm tempted to say that it's the FAB design. Either that or it's an early prototype for what eventually became the Arcee toy. It's most certainly not the original Deluxe figure or the HA figure though... and it looks to be to complex to be a legends figure. Wish the poster would post some comparison pics with other figures so that we could get a decent size comparison at the least.

It looks to big and detailed to be legends sized... and we already know the small Human Alliance version with Skids is all wrong, so this can't be it. Smart money is on FAB.
Looks good anyway, better than the Deluxe version.

I'm still thinking Legends class. Anyone who owns Legends Animated Prowl, Legends ROTF Optimus or Legends Mudflap can easily see the advances in design for the little guys these days. I'm sad that characters like Ratchet and Starscream didn't get upgraded for the new movie, since their Legends figures are horribly outdated and look silly on the shelves next to the new school. This looks simplified, but yet complicated enough to fall under the size class.

well I'd say FAB. its to big to be legends its not the HA toy and its the wrong colours to be the 3rd bike and its a tad on the more simle side aswell.
Also if it were the 3rd bike I'd put money on their being maor slot flap

I'd wager its an FAB, but seeing as there's nothing to compare it to size-wise, there's not much we can do. It's really hard to tell the proportions from those pictures.

True. But there's clearly a spring in the right arm for a missile. You can even see the cross-shaped opening for the tracks on the missile. Do Legends have those kinds of features usually?
I'm still betting on FAB.

Even without a larger image of the HA Arcee to compare, you can see such a multitude of differences it's obvious it isn't that one. Fast Action Battlers are very dumbed down, simplistic, clunky TFs, they're like the larger sized Guzzle's of today's toyline. It clearly isn't that. Given the articulation, kibble, etc, it's no Legend by far.
That leaves 3 possibilities.
1, it's a Scout Class. Outside of a Deluxe, this isn't the only other option. And don't get me wrong, I'm always open to being shown I was mistaken. It could very well be a Scout Class but I'm hung up that it's not, I can admit that. Until that's the proven case though, I'm going to say it's not a Scout Arcee. Why? Two reasons. The first being all the RotF Scouts have been packaged in Robot Mode to date, unless I'm forgetting one. All of them have a clean symmetry that fits well inside the package, yet this figure doesn't seem to. That could be by figure design alone but somehow I still lean toward the idea that figure would neither look good packaged for sale in bot mode, nor would it fit all that decently. The other reason being it would be, again unless I'm forgetting one, the first RotF character that was in the movie & is getting a Deluxe (+ H.A.) to be done in Scout mode as well. That seems very out of place to me. But sure, I'll go on post-record as saying Scout, by the looks of things, is the likely next option.
2, it's the Deluxe figure not fully extended/properly tranformed/missing pieces. For now this is the one I'm going with. Looking at this photo in comparison to that official shot of Arcee it's the same head, just missing the more detailed paintjob around the forehead area - but then when has the final product ever looked exactly like the shiny image on the package. The rims on the wheels look the same to me. There's a pink piece that forms the back/seat area on both figures in the same spot that looks exactly the same in design and proportion. There's is the oddity that on this figure a piece that shows up on the hip of the official Deluxe image seems to show up on its upper right arm instead. But the piece appears the exact cut/design of the other, so it could just be another mistransformation. The chest is the immediate difference that's hard to get around, but I feel the toy is sans a lot of bits. The fact its right arm doesn't appear properly transformed, obscures a clear view, and is blurry doesn't help.
3, It's a lone figure that's not FAB, Scout, Deluxe or H.A., but from a three figure Cycle Set that will combine. Yeah, I don't recall anyone saying such a thing existed either, but I wouldn't put it past Hasbro. If they'll sell you a bunch of Deluxes & Voyagers of the Constructicons that don't combine, then later an overpriced combiner sans individual robot modes, I could tooooohooohooootally see them making a separate set of bikes you have to purchase together to get a combined mode figure. It's even possible we'll never see that set, should it exist, since no such combined robot was featured in the film. I know I wouldn't put such behavior past a company that would go so far in creating, well, this, then never mass produce it. Hell, if Cosmos is any indication, and they take Legends Constructicons into account, we'll eventually see the trio of cycles combinable in a Legend set (all figures sold separately). Lol.

There was evidently a Wal-mart listing for an FAB Arcee.
I think that all adds up to 1 possibility: this is FAB Arcee.

I dunno...I think it's an FAB. I have a few, and they're really not very clunky or oversimplified. They do have larger heads with more "personality" than normal deluxes, and this Arcee fits that. Many don't have elbows - I'm not sure if I see elbow joints here - but some do.
It looks like an FAB, just not a conventional one - something like the last toyline's FAB Frenzy.
