Just because the Bethlehem shoot is the first thing they're filming doesn't mean it's the opening scene for the movie. For all we know it could be the ending scene, or something which takes during the middle of the film.
Films like these are usually (if not always) shot out of the chronological order of the script.

Yep. Order of the shoot typically involves availability of the venue and if they go back and forth to a venue in the movie... for instance in TF2007, they were back and forth to some venues. They shot all those in one time and did not move everything back and forth.
Also, if an actor is not in most of the movie (no, I am not suggesting the Megan is or is not) they will shoot as much
as possible together so they do not have talent sitting around.

I wonder if this means she is working with Epps et al. as part of an elite group of transformer hunters, sent there on assignment to track down some potential decepticons. That would make sense, since her character kicked some decepticon tailgate, which might have impressed Epps and Lennox, and they might have then recommended that she join the military to work as part of this group. Why else would she be in China, and with Epps, no less?
