It doesn't transform, and he's called the Headmaster. In an episode of the series, he decapitates Bulkhead, places himself on the neck and controls his body.
In the toy, there's no decapitation (of course) but the Headmaster snaps in place, changes the lights and has the actual voice of the character.
For those of you on the fence about this guy...don't be. The Leader Class Bulkhead is one of the best damned figures I've ever owned. He's definitely one of the best of the Animated line. (I kid you not.)
While it's true that the Voyager is more affordable, tends to be more show accurate in the fact that he doesn't have missiles or the buzzsaws in the show, and he has his wrecking ball...he still pales in comparison to the 1337ness of the LC Bulky.
The LC Bulky has the lights and sounds (which I admit could be a detractor for some collectors) but they're handled nicely on this figure.
In vehicle mode, if you press the symbol on his chest, his sirens light up (red) and make the woo woo sound.
In robot mode, if you press the symbol, his chest and eyes light up yellow and his head turns while his eye brow moves up, his mouth opens and he says one of three things:
"Sorry, my bad!" "You can do it buddy!" and "Time for the big guns!" and he's actually voiced by Bill Fagerbakke! If you add the Headmaster attachment, the lights turn red again, and he says "OWNAGE! TOTAL OWNAGE!" (does it as soon as he's plugged in, but can be repeated when the symbol is pressed as well.) Also voiced by the original voice actor Alexander Polinsky.
His buzzsaws will spin when a lever is pushed (and they move quite nicely. Much better than the propeller gimmick on the helicopter bots of the past.) and his rockets are removable. (Though they've grown on me, actually.) (I bought Peaugh's double buzzsaw Bulkhead that he modified, so I can't comment on the next gimmick, but it's pretty simple, as you'll see.)
On his left hand, he has a grabby claw. The same thing, push a sliding tabs and his hand will clutch and release (repeat, etc.)
The two buzzsaws (on mine) actually appease my OCD. He's symmetrical, and he looks like the Bulkhead of doom. (it works for me!)
It's true that he doesn't have his wrecking ball (which is required, really, because he's just not show accurate without it) but that's forgivable considering the awesome that's contained within. Like Michael Bay hocking Verizon FiOS awesome.
Yeah, he's that hawt.
