This military fighter jet is Megatron's right-hand man. Starscream would rather sneak up on his victims than face them head-on, which makes him extra-dangerous. He's an expert planner, and that's one reason Megatron keeps him around. Starscream always shows respect to his general, but he's really just waiting for a chance to take command of the Decepticons himself.

Cartoon Overview
Starscream, for the three years before the series began, was the leader of the Decepticons on Earth, while Megatron voyaged among the stars seeking other Decepticons and a means to crush the Autobots. Megatron's return pushed Starscream back into the second place. Starscream's efforts went largely unappreciated by Megatron, even though Starscream was desperate to prove his worth as a commander.

Following Megatron's apparent demise, Starscream has taken the lead in the Decepticons once more, but the Decepticons generally are less enthusiastic about following Starscream. Starscream has attempted to revive Megatron's sleepers to secure his position, and he has tried to use subterfuge to defeat the Autobots, without success. He sees himself as the true ruler of the Decepticons, and is willing to agree a ceasefire - though only on the grounds that the Autobots should bend knee and call him master.

Some typical Starscream guile comes into play when confronted with the possibility of Megatron surviving - Starscream attempts to ensure his leader stays offline permanently. Only the timely intervention of Soundwave prevented Starscream from following through - as much as he wishes to lead the Decepticons, Starscream is not in a position to outright blatantly remove Megatron, forcing him to rely of subterfuge and trickery. His speciality.

Starscream is not to be underestimated. He has no lack of cunning or power. He simply commands less respect among the Decepticons, and lacks some of the long term forward planning that makes Megatron such a dangerous opponent. Even so, he is a significant threat to Autobots everywhere. He is not above executing his Decepticon Troopers to prove a point, though - something which doubtless contributes to their lack of enthusiasm to follow his lead.

Starscream has great disdain for ground vehicles and all who choose that form over flight, to the point of saying "Oh, you're one of those" when Knock Out mentions he drove to meet Starscream.
