They wouldn't do that in what is primarily a kids show. Plus on a personal level I don't want that. To me his G1 (or something reminiscent of it) is as iconic as Optimus turning into a truck. He opened it, then got captured, then in the armor, then under water. There was never a point where he could use it. If he tried to use it at the end then the Harbinger would have become flooded. Scream had to walk to dry land before using again. As for the humans there are always research teams in the arctic. It looked very much like a research station. I imagine it was populated by scientists who were requested to vacate. They had the armor because they found something in the ice. They hadn't yet figured out what it was because it was still in the ice. Plus since the tracks were visible from it's original location it seems likely they just got it back to base. I doubt a scientists first reaction upon finding an object would be to call the CIA so Fowler would know. Had it been there for a few days, sure I can see Fowler finding out.
