Here you go. Install the official Microsoft Word Viewer, then install the 2007 compatibility pack on the same page.

Download details: Word Viewer

This is just to view 2007 docs. You will need another app to create, change, or edit them, suck as Open Office.

When I try to open them from where they're saved it either wont open or I can't edit them.

You ever tried AbiWord Portable?
it's free, incredibly small (file size) and can handle most any text file.
Works, Word, WordPad, NotePad, WordPerfect, etc.
extremely handy at colleges or schools.

What is the error message exactly, Sam?
Something is wrong here because notepad.exe hasn't changed -ever.
You should be able to open any .txt with it.

Also, OpenOffice might be requesting a donation, but it is part of the GNU (General Public License) that it is free to the public.

yeah open office is your free alternative that will give you the functionality for free. The download will start when you click the link. There is a blurb about open source, GNU, blah blah but there is no requirement for you to do so. Enjoy!

download: OpenOffice.org -the download will start in a sec- Invitation for Contributing
