Modern Animation Techniques

I have been waching Eureka Seven, and I began to wonder...

What is the normal way for creating modern-day animation? I am quite familiar with the old-style cell animation, and I even own a cell. But how do they create most modern day cell-style animation, like Euraka? It looks obviously hand-drawn, digitally colored. Do artists now draw directly onto a digital input, or are scans of their drawings entered into a computer to be mastered?

To my knowledge, Serial Experiment Lain was the first series (or maybe just anime series) to be completely digitally coloured. And it must be done fairly regularly in the industry now. But as far as I know, CG is mostly used on backgrounds and effects and some vehicles/giant robots, whereas traditional cel-styled animation (including colouring) is used for pretty much anything else. I could be wrong, though.

drawings by hand that are scanned. most backgrounds are still hand-painted as well.
