Here is what I have come up with to repair the ladder break on TFC Toys Hydrant. It may be a bit crude, but it works perfectly. I hope that the photos will help convey what I am trying to outline here concerning this repair.

Step 1. The piece of the peg that remained inside of the red support arm was so tight that I had to dig it out with a small jewelers screwdriver. Here is a photo (ladder side) of the remaining peg that sheared off due to the excessive pin insertion during assembly followed by a picture of the inside of the arm after pin/sheared plastic removal:

Step 2. Once the pin was removed from the arm, I cut and trimmed a 5mm red peg/handle from an old action figure weapon. I attached the peg to the ladder from the inside using the same pin that held the two pieces together (the ladder and the red swing arm) initially.

With the remaining photos, you can get an idea of how this repair was accomplished. Although my fabricated peg doesn't look too pretty, I will say that it did get the job done (Note: TFW2005.COM member titan adds that there should be no concern "on the appearance of the inner peg since it gets covered up anyways." ~Superquad7).

Aas seen in the photos, I additionally removed the swing arm that needed repairs from its base. Once the peg has been fashioned and tested for the proper fit and depth, slide the upper arm assembly over the "NEW" peg prior to reattaching/srewing the lower part of the arm to the round base:
