With the way Hasbro has made announcements of upcoming products to the US market only for plans to change I think it's cut into their willingness to make long term announcements. Crazy distribution seems to play havoc on some of their plans as well which could have them scrambling on release windows that will make the retailers happy.

All we know for sure is that 2013 is too far away from the next live action film's release for 2013 to be a big movie toy year. So unless 2013 is just going to be the few Transformers Prime Beast Hunters toys we've seen so far then Hasbro has some products they haven't shown us yet.

When wave 2 of the Fall of Cybertron toys haven't even hit some retailers yet my guess is Hasbro isn't going to make too many announcements before Toy Fair.

Hasbro has never counted convention exclusives or gift sets in their numbers for a line before, as far as I can recall, and I don't think store exclusives count either (though I'm not as positive on that). There'd be no reason for them to start now, especially with these all receiving extremely limited distribution.
