The left one has serial number 10631 and the right one has 10981. I did not notice any differences between the toy itself. I am not sure why Hasbro spent the the resources to create a new packaging bubble just to face the same toy the other direction so I am just going to speculate.
    1. 10631 faces the same direction as all the other DOTM deluxes, thus it was normal to have the toy face face the left.
    2. The original packaging covered too much of the toy. Since people were not familiar with hover jets, Hasbro and Takara probably wanted to show more of the vehicle mode for better presentation, resulting in 10981.
    3. Takara decided to sell Laserbeak toys facing the other direction so Hasbro followed suit (need confirmation on what the Japanese version looks like).
    4. The new packaging was meant for a Buzzsaw repaint to distinguish it from Laserbeak, even though Thundercracker and Starscream face the same direction (but they have different card bubbles because they have different mechtech weapons anyway).

In my opinion, it makes little difference since Laserbeak is still in alt mode. If they displayed Laserbeak in robot mode like the ROTF Deluxe Ice Cream Truck Skids and Mudflap Asian variant, that would make a big difference although Laserbeak's wings would be too big. The variation is more similar to ROTF Deluxe Soundwave where Takara decided to put the Ravage missile in the launcher instead of displaying it separately like Hasbro.

Maybe that new repaint with the new headsculpt is using that inner bubble to differentiate it from LB and the production is just ahead of the repaint.

To me it seems the insert of the one on the left covers the toy too much. I remember that's how mine was, and I remember thinking "WTF?".

Might be the "covering the toy too much" reason.

    Still interesting find though.

I fail to see what something posted on Seibertron has to do with it being posted here on TFW.

Hahaha, so true. That is like saying all the Transformers news info on TFW's front page should not even be posted here because they were already posted in other websites in the 1st place....
