He's pretty much inevitable. When asked about Wheeljack in general at SDCC Hasbro said something to the affect of "it's too early to talk about him yet". They could have been talking about an eventual Universe release, but they could have also meant something for either the movie or Animated lines for all we know, as neither the person asking the question nor the person answering it mentioned any one 1 line.

Not if they can't get the name Wheeljack. The whole reason they put Autobot, Decepticon, Maximal, or Predacon before a
TF's name is because their name is a more common word. If they can't get the name Wheeljack, they could just use Donwshift again, and us fans can rename him Wheeljack like we have with Universe Tankor, aka Octane.
