Sure, the Titan Returns Leader class figures are all going to have a base mode. However, it never made sense to me why non - base bots need a base mode. Does Optimus Prime transforms to a base to house other Autobots during peace time? I loved the spaceships from the Cyberverse toy line; the Apex Armor and Optimus Maximus are crap though... They looked great beside Fortress Maximus and Metroplex as extra spaceships the Autobots could deploy. It would be nice to see some of those.
IMHO? There are zero non-base bots that have a base mode, as the presence of them having a base mode makes them baseformers. Powermaster Optimus Prime is now a baseformer, on top of now also being a Headmaster. However, I am not opposed to nontransforming bases. I'd just prefer transforming stuff in the Transformers line.
The only case of when we got non-BOT bases was the stuff in Micromasters and a few repainted Micronaut sets in Beast Wars 2. Otherwise, bases have been bots. I do understand the idea of wanting these, though. But I've always preferred my bases to have bot-modes. One thing you can always do is purchase two of every leader class figure. That way you can enjoy base mode AND their other modes independently.

Why make non-transforming bases that'll rot on shelves when you can make Transformers that turn into bases and will sell far better? On top of that, the legends class will serve as vehicles, the deluxe and voyager classes will have accessories that can be vehicles... You can buy one toy from each price point and have a fun playset all ready to go.
The Ark playset from the movie line was an amazingly fun base with a great-looking alt mode. If they were to make more sets like that one, I'd be all in 100%. Re-doing some of the Micromaster bases like Countdown and even Grandus would have the added benefit of making the big bots (Metroplex and Maximus) that much more playable.
It would be nice to have more alternatives though. I'm set with the Decepticon side, but I won't be picking up Blaster, Optimus, or Fort Max. So hopefully we can get at least one or two other baseforming characters, otherwise I guess I'll just use my reissue Fort Max. My Legends-class figures will just bitch about the influx of Titan Masters crowding out the neighborhood and driving down Fort Max's property values.
Orcanoch and Arachnid. sell them as leader class figures. re-imagine them as a giant mechanical orca and spider. the originals had base modes. optional idea: give the pair made up nonsense robot modes and include Headmaster based on/named Torca and Tarantulas. just put something out to keep the Beast Wars fans from bitching about their lack of 20th anniversary celebration.
