This is in my opinion of course. In no particular order.

    TOP FIVE
    Robot Heroes
    Action Masters
    KRE-O / Kreons
    Heroes of Cybertron
    Hero Mashers

    WORST FIVE
    Battle Masters
    Tiny Titans
    Dino Sparkers
    Titan Heroes / Guardians
    Robot Powered Machines

I dislike Tiny Titans because they are very poor mold sculpts, significantly smaller than Robot Heroes, blind-packed, usually cast in the wrong color plastic and very little paint applications.

    Best..
    Kreo
    Actionmasters

    Worst
Every other option, with Titan Heroes being at the abject bottom.

Kreons are mostly cool because of releases of things they wouldn't do for ages in the main line.. Actionmasters had some sweet guns.

I honestly put Revoltech as the best. Also the Sentinel Zaraks.
Hero Mashers are massively underrated; I opened only one but the articulation wasn't bad at all (no wrists but the entire arm swivels leading to the same effect). Also pretty good details on them.
I think most will agree Titan Heros are the worst. No posability, poor looking, and underpainted. It's not often that I'd outright condemn a subline, but Titan Heros deserve it. I can't think of anything else that's terrible. Titanium was kind of cute, Robot Heros even more so hence i give those a pass.
Hero's of Cybertron were statues but they were small and quite show accurate.

I really miss Robot Heroes. It was a fun series of toys. :(

Since this is an opinion thread...

You mean, besides not transforming? It in the fricken name.
Kreos get a pass, because you can modify them, and usually have extra pieces to "transform" them.

Seconded. Aside from take some cues from Dreamwave's Pat lee art they are really nice super posable little figure. Revoltech in general is a lovely line of action figures.

Don't forget the Mega SCF's they were bigger with swappable hands and accessories and could actually bend their elbows.

Would the two Microverse sets from Beast Wars count? The actual Transformers didn't transform, but the base did.

I dislike the Microverse Transformers the most (The Transformers are about the size of a penny), and my favorite non-transforming Transformers series is Revoltech.

Revoltech. I'd love to have gotten Blurr in that line.

Hero Mashers. I dismissed them until recently when I picked up Rodimus and Heatwave.

I added a few paint details to Rodimus and he's quite a nice figure.

As for Heatwave I was very surprised to see a Collectors Club exclusive character in retail especially here in Ireland where distribution is abysmal. I've been wanting chug versions of the Rescue Bots and Heatwave to me serves nicely as a Cybertronian version of the RB character. The toy comes with the water weapon of one of the actual RB Heatwave toys which serves as a legitimate nod to the RB version.

I don't like cute or stylised lines like Robot Heroes and RID especially when they clog up store shelves and we don't get CHUG toys which is the norm in Ireland.
