transforming is different from moving his parts. He can move his wings and even start the process of transforming but just can't access the ability to move connected parts from one another.

He's not completely transforming, just lowering his wings so they don't stick out the back. He's still capable of moving them around, but not to the extent required for vehicle mode.

Alternatively, the armour itself can make him fit by tapping into his systems, filling in the role of the missing Cog and doing it by itself.

I suppose it's like wiggling their toes for them. I can wiggle my toes, but to fold away my entire foot for vehicle mode would mean I need a T-Cog.

I think Starscream could take Megatron in a battle of might but a battle of strategy and wits I'm not too sure about. Especially considering DW and OP managed to get rid of him with a big of combined thinking.

Thanks to the ice, though. On solid land they may not be so lucky.

I think the biggest disadvantage Screamer has in the apex armor is speed. If he were to be cocky enough to go against Megs and the entire Decepticon infantry, that armor would have to be able to take a lot of hits before he can even reach Megs.
