I don't know if the paint scheme is based on an actual racing-related car, but if not, that's one lazy repaint. (They could've at least done it up in another color to make it more distinctive. All I see is some kind of Prowl variant.)
Safety Prime, apparently, he's an event exclusive limited one per child participant of the Takara Tomy sponsored Transformer GT & Kids Walk. EDIT: I don't know race car terminology, you'll have to forgive my ignorance, but apparently, Safety Prime is a safety car. I think this car takes to the track shortly after the yellow flag has been waved.

Japanese Children beware the west hungers for your shiny promotional toys. Unless Takara makes extras this is going to require a pricey middleman for completionists who gotta have it. So he's a tiny safety car for the Alternity GT line. Kind of a odd line to promote. But maybe it needs a little help.
Well GT is a co production with the actual GT Japanese racing circuit and these toys are giveaways to Kids at walking events. So they're more of a promo for the walking events and GT racing ( and TFs in general) then they are trying to promote the GT collectors line. -ZacWiliam, wishes Hasbro would make more exclusive fun giveaways like this for kids really.
This reminds me of a lost opportunity. Last year when Takara/Tomy was using promotional images of characters related to individual cities I noticed most were based on Legends Class figures. I would have loved redecos/retools of those figures as those characters. I'm a sucker for Japanese exclusive characters.
