Well, from the Alex Irvine's point of view, it is. Had everything gone as planned, Megatron would have been chosen, not Prime, and he would have had his soldiers lock down what needed to be locked down before things escalated to the point of civil war, and Orion was set to be one of Megatron's trusted advisers

I think that voice may still belong to the "narrator" maybe theres still narration done before you play each chapter. I though we've already heard shockwave's voice in one of the audio logs in the demo, talking about the energon transport... it didnt sound so grim.

That was Perceptor speaking of the Autobot's transports, I believe.
