Same here. The dog tags can be found in the collectible card section at the front of the store for 2.99 apiece. They come with a collectible card that matches the dog tag and gives info on the character. I bought one for the heck of it and got The Fallen. They're not bad.

EDIT: Now that I'm home and can look at it, the dog tags at Target are actually put out by Topps and are different from the Popbox ones. While the pictures look similar, it's the design where they differ - the Topps ones don't have the personal info tag, only the character tag. And there are 24 different Topps tags instead of the 8 from Popbox.
