Background;
Ratchet is known as a mechanical repair genius and capable of fixing almost all Cybertrons as long as he has required equipments and parts. His usual manner is rough though he treats his patients with care, and the soldiers at the front line have the utmost trust in him.
Ratchet has grown concerned about the increasing number of humans whose lives are at risk as the war (between Cybertron and Destron) intensifies, and he invented a new equipment to save human lives.
Abilities;
Ratchet's whole body is covered with a special screen which contains nanomachine. When he is exposed to an extreme situation, it (the screen) activates its special ability to protect the injured passengers inside.
It turns green like a plant gives out a beautiful glow because of photosynthesis. His Cybertron comrades named the beautiful body colour "Emergency Green", and praise Ratchet's willingness to save and protect every life form.
So remember, green is beautiful

Still, setting the G1 mold in the Movieverse while giving it a classic '84-style 'superpower' in the tech specs is kind of a neat fanwank, though.
