Cool find, but I don't think we can say it's definitely a Transformer. It definitely could be though, and if it is Wreck-Gar is a big possibility.

 

I would agree because this is speculation season at it's best. It does seem way too stylized to NOT be a character though. Why would a set truck or a background vehicle have all of that nicely placed junk on it?

 

I'd agree it's not just a random set vehicle, but it's not definitely a Trasformers either. It's either a Transformer, or it's a vehicle used by one of the human characters. I just don't think we can make a definite conclusion yet.

 

I just can't envision a Mercedes junk truck NOT being a Transformer.

 

This is going to be a vehicle for some wacky human character.

It won't be wreck-gar. It will be Junkheap, have a hobo looking bot mode with tons of kibble, and it will involve some sort of racism. The only thing I am not sure about is the specific kind of racism that Bay will decide to go with this time.
