Ok, I have searched this site and found no mention of Radz. I found these yesterday. They are like little collectible portable candy machines. I found this one in Target in Dallas. Here are the pictures of the package front and back as well as the toy when opened. I also took a picture of the mini-poster included. The price is $4.99 and the tops of the heads are removable so that they can be switched between characters. They seem like cool stocking stuffers and for the record my kids and wife said the candy was really good!
I saw these at 5 Below a couple of weeks ago, but they weren't blind bagged. They were on cards so you could tell who the character was. They looked kind of neat.
I think I saw these at Target by the cards a couple weeks ago. What's on top of their heads? Is it hair?
These were originally released as My Little Pony characters, which is why they have hooves (ears, and that crazy hair. But especially the hooves).

I kinda thought Optimus was Prime Arcee to be honest. But still what the hell am I looking at they look weird as sh!t.
The back of the blind bags say there are secret ones too, so there are characters available other than the ones shown.
Oh and you can scan the package to get characters in the RiD game too. I forgot to mention that in my original post.
Wow these are both crappy looking and very creepy, just keep them away from me! I heard the mystery figure is Fixit over on Seibertron.
