It's the same way he announced Arsee's omission and the lack of mass shifting.

E: And I'm with those who're happy with the news because helicopter Soundwave just plain suxxored IMO. Megatron should have at least one lieutenant on the ground with him.

a type 82 command communications vehicle.

come on, someone could digibash this into a nice dark blue, maybe some gold trim or something, and a nice Decepticon insignia somewhere.

What about Soundwave as a car carrier? That way the Cassetticons could be cars or bikes of their own, and he could cause some mayor havoc on the roads.
