Rodimus Prime had more character in G1 but there would be enough people whining from the mere fact that Optimus was replaced. We wouldn't need people complaining about Rodimus Prime being in the films. So I'd have to go with Ultra Magnus.

Magnus owns Rodimus. Even has the same color scheme as Optimus.

Magnus, maybe. I highly doubt Hot Rod will ever make an appearance in a Bay film. If not Magnus, then perhaps one of Prime' most loyal soldiers (Not Bumblebee) like Sideswipe or Ratchet.
