2. why are they in the final fight when they combined to form devestator |

As for the questions.
1. There are more Constructicons than those just forming Devastator, probably a lot more in the Universe.
2. There are multiple copies of each. 
It may look like a 35 Ft tall mechanical monster, BECAUSE IT IS a 35 Ft tall mechanical monster!

but i think bay didnt whant to use to many new designs and cheated in the last battle and had all of the other cons eather in protoform mode or just constuctorcon forms | |

Within 3 hours, with all of that, it would be very hard to thoroughly establish the Constructicon faction.
