I think you nailed that one pretty good. They may be robots but they still fill the same role that super heroes fill. Really just a matter of do the writers want to keep you Bucky dead or will you only be Superman dead.

Plus the way Transfomers sets off on a new story line every so many years no one is dead forever because at some point another writer will want to use the character.

It all depends, I would suspect Jazz to really be dead the fact that it's all a sad moment in Transformers (2007) also with the body being all mangled in two pieces, the same with Decepticons Blackout, and Brawl.
But for Megatron just how they presented it was not dead more like stasis lock, Megatron just falls on the ground stops talking. And they drop him in the ocean "to leave no evidence".
