Back to the BW movie: I will watch it. The CGI is so incredible these days that having transformable animals fighting each other for the future of the universe is a beautiful dream that could become true.

1) While many of US are Beast Wars fans, I think it's a small part of the public mindshare. Given the enormous budgets of Kong and Narnia, I don't think there's any way that such a venture would be feasible.
2) They got it right the first time. Shiny new CGI will make it look better, but a 2 hour run time will gut the story.
3) Live action? About the only thing live action in Kong and Narnia are the humans, and Beast Wars wouldn't have those.
