Because TFCC want to make costs as low as possible which ends up making their customer service horrible and their web site horrendous.
...and their magazine. Everything about that outfit looks DIY done by a 19 year old using Paintshop Pro & Geocities for the first time circa 1997.
Angelfire... Still exists!? ...oh snap... Lycos owns it... and also still exists... OMGWTFBBQ... Their tool even sports CSS... hah...
It's intended to be Shattered Glass. In our universe the internet is awesome and business websites look professional, aesthetically pleasing, are user-friendly and secure. In the SG universe, not so much...and that's where the TFCC website was made.
At least the Space Jam webpage has the excuse of ACTUALLY being nearly 20 years old. And given that movie gave us the song "Space Jam Theme Song" by Quad City DJs, I'm inclined to give them an awful lot of leeway.
Wow, even the Botcon site looks like it's 15 years old. Has it ever occurred to Funpub to upgrade... in anyway?
