    Looking through Gonzo's production history, there was a show that came out the year prior to Galaxy Force/Cybertron, that I think might be our culprit. It's a robot mecha show called Gravion & its sequel, Gravion Zwei. From what I was able to find, it's basically naked girls strapping themselves into robots and fighting it out. Strangely enough, even when I did a search for "Gravion mecha" I still got nothing but wave after wave of pics of the girls. It definitely seems like the kind of show that would have nipples on their robots. It wouldn't surprise me at all if Gonzo just borrowed the basic character models and left details like the nipples in there to cut down on cost.

    *edit*

    After finding some clips of the show on youtube, it seems Gravion isn't the one. Looks like all their robots are hand drawn. So. . . yeah, don't know.

    Yes, it appears someone slipped some nipple onto that one frame.

    You know, a kid doesn't innately think that a girl/woman's nipples are something to be sexually aroused about - they are *taught* that. Before that, they are hardwired to be into them because they derive oral pleasure in the form of feeding from them as infants.

    It drives me nuts how much people put stock into the visual of nipples... they're just fucking nipples... oh my god look there's a nipple! My child is ruined...

    Sexual situations are sexual situations. A nipple shot out of nowhere does not have to be, and surely a screenshot of one that you'd MISS if you were just playing it at normal speed barely constitutes one.

    Frankly, the knee-jerk reaction so many people have to this is what's creepy to me. It's not like they're showing penetration or something...
