It's a cost cutting move like repainting and remolding is, though to a lesser extent. This is how we got Cybertron Hardtop, based on Energon Sledge, and Energon Starscream, based on G2 Smokescreen. The likes of Cybertron Hardtop, Armada Mini-Con Swindle etc. are simply based on the same basic design.

So more accurately, it is designing all new parts for a basic transformation that has been used before. |
