I always sort of liked that cover too... part of it is nostalgia for sure. That was the first time I saw ANYTHING Transformers related. I remember the store, the day, everything.
The other side of it is that even then it was unusual to see a high profile "artsy" comic artist like Sienkiewicz (sp?) do a cover for a toy line. It seemed sort of elevating to me at the time, like Marvel was taking Transformers seriously.
I can forgive the weirdness of the figures... obviously Sienkiewicz really didn't have much to go on. Maybe a couple of photographs of the toys, and a rough outline of the series. Gets your attention though.
Incidentally, Sienkiewicz went on to do the covers for Marvel's STARRIORS series too... though he clearly had much better reference material for those. Those were nice covers.
