I'm basing this on the fact that at the same panel where they said it, they mentioned several contradicting characters as being "likely" for Classics (Prowl, Jazz, possibly Arcee and Ratchet as an Ironhide re-deco).
Characters like Optimus, Bumblebee, Starscream, and Megatron are probably a lot of the motivation behind it, as in addition to being major characters in the toon, they've already been done (twice even) in Classics. I really don't blame them for not wanting to do those guys.
Blitzwing, I'm guessing, they just don't want to go to the trouble of engineering two very, VERY similar triple-changing figures of the same character at the same time.
Chances are, if it has a different enough design, is an easy repaint/remold, or enough time has passed since the figure from the cartoon was available, then it could still be considered for Classics. I'm not saying you should bank on getting another Blitzwing or anything; just that its not totally impossible (and it wouldn't be like a total breakdown of the laws of the universe if it happened).
Yeah. It's mainly the fact that they don't want 2 very similar toys on the shelves. This means that there could/will be some characters from Animated made in the Classics line, but, that doesn't mean all of the one's that haven't been made in Classics, but in Animated, will be slated for the Classics line. I can't see thme making a 2nd major G1 homage to Blitzwing after it's Animated version (probably the same thing with UM, but, we haven't seen his design yet, so, we can't really say for sure yet). I kinda hope that we get some more of the triplel-changer's in the Animated line, while we get the others in the Classics line.

Good point. I will probably get them both.

I think how they will break up the triple changers are like this:

Blitzwing and Springer in animated seeing how they are the most popular of the bunch (even though Astrotrain was very popular, kids love tanks and airplanes more than space shuttles and trains and Blitzwing is both! WIN WIN!)

While Sandstorm, Broadside and Octane (already confirmed and shown) are slated for classics 2.0/universe. Seeing how universe is for the fans, they might sell or have a better chance by being fan directed items.

and off topic: I thought Jazz was confirmed for Classics? Wasnt he on the list next to Galvatron and the Lambo Bros? I could have sworn they said Jazz will be in Classics.
