I thought the implication was he was just controlling that faction on earth, and that there was a greater war going on outside of the events of Masterforce

There is (the "Master Wars," it's called), but Devil Z is in control of that too because he brainwashed Scorponok, who's still leader of the space-based Decepticons after The Headmasters.

 

Isn't grand max fort maxs brother? Also Minerva showed up in victory also.

If you really want to get confused the star tv dub has ginrai as the real optimus prime, Grand is the original fort max, and sixshot is the same guy in all three series!

If masterforce had been dubbed and released in America in the 80s, I'm sure ginrai would be changed to Hi-Q and the transformer would be changed to the real prime.

I'd consider that pretty official then, even if slightly backed in from behind. I'll have to watch it again but I swear the STAR dub I have actually puts that part in, even if it wasn't in the original dialogue.

 

STK is right on this one. It's official, yes. But it's not part of the actual show.
