Basically how it goes is a schedule will be made for when each category will be done. For each category, whoever is in charge of it will mention here to send in nominations to them for that category. Then after enough nominations have been sent or enough time has passed for nominations to be sent in, another thread will be created with a poll for all the nominations for people to vote on.

Here's a link to last year's thread, I'd say go through it for the best sense of how it goes. I can say that I'm looking forward to this year's awards.

Nominations aren't open yet, and besides that, nominations are to be sent via PM. That way, none of the comic creators will know their comic's being nominated until it's voting time.

Seriously, please read the rules and if you have any questions about the nomination and voting process, ask the people in charge of the awards.
