Zeus is also part of the security force...it's been revealed that God of War is highly fictionalized. I'd be more concerned that Zeus is functionally mentally stunted

Donphan is a badass, He was one of the first 2nd gen Pokemon offically annouced before the Gold/Silver came out. more specifically he had a cameo in the first film, alongside Marill, Togepi and Snubull.
