Dred Priest from the Mandalorian Trooper 7-Pack. It's just a removable helmet though, not an actual head switch. So it's still good ol' Fred under there.

Pretty much. There's a certain character in the FPL named Josh Stone: Gamemaster. I woulda stuck a d20 on 'em, but I don't have any d20s available.
