Well, guys like Smart Brain and the organizations in Kiva (WWW, Wonderful Blue etc) for instance, ain't exactly good either. They still developed Rider Systems. As for whether COBRA is good or evil, y'know, I never really thought that through. I roughly know which characters will be good or evil or misunderstood though.
