they are so scared about making a mistake that they don't want to take any chances.
unfortunately, it backfires on them when something needs to be done.

I don't think you are bein' too harsh, as ya aren't still portrayin'em as evil at all. Just as a bunch of guys goin' like "Hey, we tried so its somebody else's fault if our decision failed". ^^ Though they are just how on average people'd likely be in that position on the long run, they may have done a good job on the beginning and then started to think its such a routine that they can start sayin' whatever crap ya can off the bat and not thinkin' too much further on it.
... also, its not like ya can say "Any other ruling body from one of these comics would be a better choice!" XD
