The commanders are essentially legends though.. SLightly more articulated and larger legends.. but legends none the less

I disagree. Take Megatron for instance. Cyberverse Megatron is almost the size of many scouts from ROTF, as tall as RTS Windcharger, and almost as articulated as well. The only thing really missing from Megatron that Windcharger has is neck articulation.

Hatchet likewise is pretty huge, so is Sentinel Prime and Optimus. Sentinel and Optimus are more closer to upscaled Legends, but Hatchet is a Scout figure through and through. Powerglide is smaller than Megs, but he's as articulate as a Scout, minus head articulation.

I feel Commander is the balance between Scout and Legend. Not quite one, not quite the other. I think to say that Commander is just a bigger, more articulated Legends figure is doing them a disservice.
