I just opened mine which I've had for a few months now. I don't know how or why (it seemed perfectly sealed and every other part of the figure was in great shape) but the battle mask isn't there. Now, I think it's too late to return it now, so should I call Hasbro? Would they send me the mask, or would I have to exchange it altogether? Check out my fanfic, Transformers III: ENDGAME!

They will give you some random Transformer instead most of the time. I would buy another one, then take this one back with the new receipt and tell them that it is missing a piece and to RTV (Return To Vendor) the item so that no one else gets stuck with it.
