Assuming you're working with metals and plastic, yes, it will work, but you'll certainly have to prime the project before painting it if you use it as a filler.

I have heard some bike specialty stores but don't for sure or any other possibilities. Thanks.

Also, I've heard of (but not yet had the chance to try) a product which apparently gives a faithful chromed finish (and not just according to the manufacturer). Check out ALCLAD's website for more info and pictures of samples.
