Agreed where Shockwave is concerned. Also, if Strika's bio is anything to go by, she's every bit Shockwave's equal in competency.

Shortlisted in my book are Lockdown and Icy Blitzwing.

 

Considering he left Shockwave on Cybertron to pretty much fend for himself as a spy/double-agent, I'd have to say him. Second would probably have to be Strika.

Arguably Shockwave isn't a solider, he's a spy. An agent like James Bond.
I'd say Lugnutz, because he's loyal, competent, and very dangerous.

I've always liked that the Decepticons, save for the Construciticons were at least competent in battle, being able to single handedly hold the entire team of Autobots at bay if not even defeat them. Not only that, but Megatron isn't such a comic relief idiot as he has been in essentially every previous animated franchise of Transformers.

Also, should Swindle even be on this list? He doesn't serve under Megatron, heck, he was trying to sell Megs a doomsday device. If he worked for megs he'd probably have been force to give it to him free of charge.

Shockwave seems more like a spy to me than a Soldier, so id say Strika. but if its just whos the most competent of Megatron's followers, then id prbly say Shockwave, though for me its close.

 

From what we've seen on the show, I would have to say Shockwave (he's technically a spy, but he should still count in a poll like this, imo). He's really the only one who's been able to follow orders, and actually do something. Though I think if we were to count into the parts of their histories that we haven't seen, I would say Blackout. From what we know, he's the main Decepticon behind the falling of most of the Omega Sentinels. Sounds pretty competent to me. On a side note, Swindle really shouldn't be on the list, as he's only a Decepticon by default, and even then he really only makes and sells weapons and mods to them.
