The big flaw I see with Meltdown being Oilslick is that from what we have seen characters are being released more or less in the order they have appeared on the toon, I mean its not exact because alot of characters who have appeared are getting voyagers that are thinner on the ground anyway Meltdown appears in one of the last episodes in season 2 according to the synopsis and I just dont think they would have a toy released as early (relatively speaking) as what Oilslick will be when the character wouldnt be appearing until the last 4 episodes of season 2.
Based on his toy release Im going with the folks who believe he will appear in Nature Calls which means he isnt Meltdown. | |

I don't remember any episode descriptions in season 2 that mention meltdown by name.
Edit: Ah, "Black Friday", completely forgot about that one.
I think you're right then, Oilslick is most defintely not Meltdown.
