Tuner Mudflap and Sea Attack Ravage pop into mind first. And...do the dollar store universe scouts count? They seem to NEVER go away!! It's like every time someoen buys one, Hasbro ships out 13 more to take its place.
The PCC Wave 1 two-packs. They're still pretty much the only two-packs I've seen since the line started, and the pegs for them have been full the whole time.

Pretty much all the Movie Junk is still littering the pegs. the same can be said for hunt for the decepticons junk and alot of war for cyberetron junk. some reveal the shield but not much really. nothing new has hit the walmart pegs since about december or so
Only HFTD Ratchet and Banzitron are Shelfwarming here now. At least the Seasprays, Primes, and Payloads are gone. Maybe a few Highbrows soon.
Well here in Peru, we still have TONS of Animated Blachrachnia and Ratchet. Some sotres still have lots of boxes of Leader BUlkhead and Megatron. Movie figures tend to sell very well here. The only shelfwarmer would be Seaspray.
The worst I saw for shelf warming was going back about 6-7 years ago and seeing about 10 pegs full of Armada Laserbeak into TRU, even at a discounted rate of around £2 - £3 they still didn't move. Ref Skullgrin - Unless it's online or a store that deals with imports (Forbidden Planet) you won't be seeing him over here, Generations was dropped after Wave 2.
Haven't been to the toy section in a good while. I'm afraid I'll make an impulse buy and regret it because DotM isn't that far away anymore. But, I do remember there being a rediculous amount of Seasprays...

Currently, I'm seeing a lot of Thunderwing, Skullgrin and Sea Attack Ravage. Also at my TRU, they have no less than 40 boxes of the Hoist vs Mixmaster Exclusive 2-pack. Hard to imagine how they're gonna get rid of those.
