In terms of complexity, probably RID Sideburn or Megatron, remembering all the different modes for the latter. But MP Starscream is in there, too, not for complexity but for how careful you have to be to keep anything from snapping.
I believe Alternators Skids still holds that distinction in my mind
out of the ones i have...none except legends class BB
MP Megatron was annoying to get into gun mode, especially because his arms just would not snap together correctly. Then transforming him back his chest wouldn't want to snap back up.
Classics Megs was difficult when i first got him. Quite complicated for a voyager.
MP Megs became okay once I figured out the leg transformation.
Movie Megs, the first time out. One hour of fiddling and ten very sore fingers later, I finally managed to TF it.
I think it'd probably be TM Rampage.
Mp-05 Hands Down. First TF to take over an hour to transform.

alternators mustangs...i keep forgeting the arms part....
Alternators Grimlock and Wheeljack, they are such a pain in the ass I hardly ever transform them.

Unicron isn't hard until i try to get the ring around the planet in place (it just won't stay in place.)
since i don't have BW, TM, or a lot of the current figures, i can't add 2 cents to that.
G1 Omega Supreme isn't hard, but more of a test of patience with all the clips and assembly time. (love him, anyway.)
I got over BW Neo Deadend. Now I hate to TF BT-17. Chipping paint FTL...
I'd also have to cast my vote for the Alternators, mustangs.
MP Megatron hands down..
