Why did they revive megs in rotf? He had failed. We could have had the fallen have a bigger role and in dotm we could have had shockwave be the leader and partner with sentinal and have a larger role so why megatron?

    Merchandise. Always merchandise.

He was revived in ROTF mostly due merchandise AND tradition [he was supposed to be called "Galvatron", and him serving as The Fallen's herald was a too good opportunity to pass on], he was kept around on DOTM because he was still alive at the end of DOTM, so they decided to finish his character arc and kill him once and for all, he is much less important in DOTM and much less proactive [which is not to say he isn't an important villain, he is, but less important than in ROTF and TF20007], compared to the other two movies as a result of that.

Also, a horde of fans felt he did too little in TF2007, so they had to bring him back to make him do more stuff.

Now that he died, there is the possibility they'll keep him dead [since fourth movies are always new beginnings of sorts, franchises usually find a new arch-enemy for a fourth movie that kicks a new trilogy to keep the franchise fresh].

Because a bunch of the fans whine whenever someone attempts to do something different with the franchise.

Because he had a really troubled past. His father, Megatronus (aka The Fallen), didn't love his son enough. When Megatron said he wanted his alternate mode to be a school bus (because Megatron loved children and was very good with them) rather than a war machine, his father became furious and started shouting "I have no son!" And his mom? His mom just stood there... Megatronus was never proud of Megatron's accomplishments, such as bringing peace to Cybertron alongside Optimus or becoming the planets high protector. Megatronus hardly ever gave his son a hug.

And so, fed up with never receiving the love and recognition owed to him by his father, Megatron snapped and became the bad guy. He changed his alternate mode to a jet and then a tank and was the ruthless leader of the Decepticons. But even then, his father refused to show pride.

Megatron's anger grew further when his once great friend Optimus Prime killed Megatron's father for attempting to accomplish what his son had failed, thus preventing Megatron from ever obtaining his father's love...

Actually I never thought about that.
It would be cool if the fallen got a bigger part in rotf.
But that rotf megs was awesome as it was pretty much a flying tank.
Maybe I would have liked to see the fallen gaining all power and betrayed the decepticons. Maybe Optimus could of revived megatron (who would become galvatron) and defeat the fallen together (similar to sentinel in dotm). I liked the decepticon video game ending as it ended with megatron killing the fallen.

Unless they make a Shattered Glass movie, he'll always be the bad guy.

Because making Starscream the main villain in one of these movies is too much of a good idea.

It'd have been neat if Starscream took the main villain role in RotF. Soundwave undermining him the whole time and bringing Megatron back at the very end to set things straight would've been fun too, but alas.

Because it's easier for younger fans, which make up a larger consumer base (Is that the term?) then we, the fans, do. Bad guys are harder to sell, though personally I don't believe that as I loved having the bad guys when I was little, and so it's easier to sell familiar ones rather then having new ones over and over again.

Megatron sells. The Fallen didn't do too well. Sentinel is doing okay so far, and Shockwave is kind of shelf warming a bit over here. The same thing happened with Generations wave two over here; Megatron became impossible to find where as Straxus/Darkmount was shelf warming for quite a while.

As I said, Decepticons are harder to sell, so familiarity is always best, where as anything with an Autobot symbol on it will sell easily enough.
